Transferring From the Army Reserve to the Retired Reserve
Figure B-41, Request for Reserve Component Assignment or Attachment (Retired Reserve Assignment Request), in USAR PAM 600-5, provides you with a checklist of what is required in your withdrawal request packet.
This checklist starts with a header asking for your name, rank, army email, unit, unit UIC, unit POC contact details and others basic administrative data. A checklist follows the administrative data.
This checklist is the first part of the package. The following forms in the package follow:
Form DA 4561:
This is the request for assignment or attachment of a reserve element. Your commander and you must sign this.
It asks for basic administrative information like your name and address, social security number, phone numbers, etc. If you are voluntarily applying to retire, you can select “Voluntary Assignment” in the form.
In another part of the form, you will request the transfer to the pensioner reserve. Depending on which unit you are with, you may just need to complete your personal information. Your unit would eventually complete the rest. Other units may ask you to complete the entire form.
Some units will do everything for you; check with the administrators of your unit for which applies.
Form DA 4856:
The following two forms are advisory statements. One will be from your commander; the other will come from your career counsellor.
When you leave Ready Reserves (TPU/SELRES/IMA/IRR), you will lose some benefits. For example, as a TPU member, you are eligible for Tricare Reserve Select.
When you transfer to the Retiree Reserve, you will qualify for the Tricare Retiree Reserve. Premiums for this program are very expensive compared to Tricare Reserve Select premiums. Your commanding officer could let you know.
As a TPU/SELRES member, you are eligible for SGLI. If you leave this program, you will no longer be eligible for SGLI. You will be able to enroll in VGLI if you served on an active duty contract or deployment.
The commander might let you know what might happen to your package. He might also have some insight into why you’re retiring, hoping to gain information that might benefit those left behind in the unit.
The career counselor might tell you about your chances of getting back into the TPU/SELRES, IMA or IRR. He/she could also inform you about the possibilities of recall from active duty upon retirement.
What you will be informed about will vary depending on your unit.
Chain of command recommendations:
Your retirement is not a guaranteed affair. If you have time on your contract, and if you are essential to your unit, and its ability to accomplish its mission, your request for retirement may be denied. Support from your chain of command for your retreat is also necessary.
Capturing army reserve points or twenty-year letter:
You will need one or both in your package to document that you are eligible to retire with pay at age 60.
Application for recognition of retirement:
Service members leaving the service are eligible for recognition. Examples include a President’s Certificate, Award Medal, Retired Soldier’s Lapel, American Flag, etc. The unit could add additional reconnaissance elements.
Orders uploaded to your electronic records:
This is an action that will occur after your package is approved. If you are in the TPU/SELRES, you must continue drilling until you receive this command. If you are in the IMA or IRR, you must maintain your obligations until you receive your retirement order.
From the date this order lists you as a withdrawn reserve, you will no longer be required to fulfill your TPU/IMA/IRR obligations. You will be required to hand over all items of the unit that are signed for you.
